POWER4AY Baseline Synthesis Report

The POWER 4 AY Baseline Evaluation was a rigorous, multi-country exercise, anchored in a coherent evaluation framework and supported by harmonized data collection and indicator measurement.  The study was carried out for Power 4 AYs program being implemented by SCI country offices in Nepal, Uganda, Albania and Bolivia. A total of 3451 AYs and 497 parents and caregivers participated in the baseline study including several participants in 69 FGDs and KII interviews between April to June 2022. 

The primary purpose of the study is to establish an evidence-based document that informs of the status of the socio-ecological model on the basis of research questions, goal and outcome level indicators embedded in the POWER 4AYs theory of change.  Specific Purpose of the study include: establish foundational evidence for answering the research questions; establish values for the indicators of the logframe at the goal and outcome levels for assigning or revising targets for indicator performance; provide index and targets for indicators for forecasting indicator performance against their planned targets to aide effective management of the project; provide an analysis of the moderator variables across the continuum of socio-ecological model that either catalyse or contain positive change for the wellbeing of AYs; provide the baseline data for comparative analysis of the mid-term and final summative evaluation at project completion.
